Oops, you're right; fixed for the next build. There is a problem adding bars to an empty section. As a temporary workaround, create a marker in the layout list with the section, and then add the bar. Thanks for pointing this out.
If I select all sections via the Sections list I can't change the tempo at all.
True; this is partly by design, because sections in the Sections list are meant to be thought of as distinct objects, so showing more than one at a time in the pattern editor (like is possible in the Layout list) would not make sense.
However I can select all the sections in the Layout list and change the tempo for all, but it doesn't stick.
