Why yes -- that's a feature, not a bug! :) Hold the Option key while you zoom, and you'll get the former behaviour -- the command changes to "Zoom Selection". This was a change I made at some point (2.0 I believe) in order to make the zooming behaviour more consistent with other apps, where one expects the "whole document" to zoom, but while also preserving the ability to zoom more granularly.

And now that I look, this is actually all documented in the “Doggiebox User’s Guide” — which, I confess, I didn’t look at until now (because OS X’s help interface is usually so slow and useless ;) … but there it is!).
