What you want to do is go the other way. It's been a while since I've used Cubase SX, but I'll bet you can get smpte output to the IAC Driver. You can certainly have Doggiebox use the IAC Driver as a midi input. The question is whether you can connect these so that when you hit Play in Cubase, Doggiebox plays as well.
So you may not even need VST or ReWire to do it. If you're looking for a higher level of integration, though, I would bet that you'd have a better chance getting ReWire support in Doggiebox, since it is already standalone and doesn't really fit the model of a VST plugin.
